Osaka Wards: Map and Guide to All 24 Wards of Osaka City (2026)

Osaka City is split into 24 wards (ku), and the ward you pick shapes your rent, your commute and your daily life. Kita and Chuo put you next to Umeda and Namba. Wards like Sumiyoshi, Abeno and Joto trade nightlife for parks, schools and lower rent.

This guide shows all 24 Osaka wards on one map, compares them side by side, and answers the questions foreigners ask most: which ward is safest, which is cheapest, and which is best to live in. When you have a shortlist, our Osaka apartment for rent guide covers move-in costs and how to rent without a guarantor.

Understanding the Administrative Map of Osaka

Each ward has its own ward office (kuyakusho), which handles resident registration, health insurance and local services. If you move to Osaka from abroad, you register your address at the ward office of your new home within 14 days. Our address registration guide walks through the steps.

Locals often talk about two centers. Kita (“north”) is the Umeda business district, and Minami (“south”) is the Namba and Shinsaibashi shopping area. The 24 wards fall into five rough areas:

AreaWardsWhat it is like
CentralKita, Chuo, Nishi, Fukushima, Tennoji, NaniwaOffices, shopping, nightlife, the highest rents
NorthYodogawa, Higashiyodogawa, Nishiyodogawa, Miyakojima, AsahiResidential, quick trains to Umeda and Shin-Osaka

Bay areaKonohana, Minato, TaishoWaterfront, Universal Studios Japan, lower rent
SouthAbeno, Sumiyoshi, Higashisumiyoshi, Nishinari, Hirano, SuminoeMix of historic neighborhoods and the cheapest rents in the city

All 24 wards are part of Osaka City. Nearby cities such as Suita, Toyonaka and Higashiosaka are separate cities in Osaka Prefecture, not wards.

Why Choosing the Right Ward Matters

Choosing the right ward in Osaka can shape your daily life, from commute times and housing to overall comfort and lifestyle quality. Some districts stand out for luxury malls, high-rise apartments, and business towers, attracting professionals and executives who value prestige and convenience.

Other areas offer a quieter setting with affordable rent, family-friendly neighborhoods, and access to traditional culture. Each ward comes with its own strengths and challenges. Rental prices, school quality, transit access, green spaces, and the local dining or nightlife scene all vary widely.

Whether you’re a student, expat, retiree, or investor, selecting the right ward is an important step toward finding a neighborhood that matches your needs and long-term goals.

Highlights of Popular Osaka Wards

These are the wards foreigners ask us about most. Each one lists average rent for a studio to 1DK, the main stations and who it suits.

Chuo War,d Osaka – The Beating Heart of the City

Chuo is Osaka’s commercial core. Osaka Castle, the Shinsaibashi shopping arcade, Dotonbori and the Honmachi office district are all inside it. Seven subway lines cross the ward, so most of the city is 15 minutes away.

It is also the most expensive ward, with studios to 1DK averaging about ¥85,800 a month. Expect compact, modern apartments rather than space. Chuo suits people who want to walk to work, restaurants and nightlife. See apartments in Chuo Ward.

Osaka’s vibrant center of culture and business

Kita Ward, Osaka – Business Meets Modern Lifestyle

Kita is built around Umeda, the busiest transport hub in western Japan. JR Osaka Station, three subway lines and the Hankyu and Hanshin railways all meet here. North of Umeda, Tenjinbashisuji, one of Japan’s longest shopping streets, gives the ward a local feel.

Rent averages about ¥79,800 for a studio to 1DK. Kita suits professionals working in Umeda and anyone who travels often, since Shin-Osaka Station is about 6 minutes north on the Midosuji line. See apartments in Kita Ward.

Osaka’s business hub with luxury living

Naniwa Ward Osaka – Culture, Food and Energy

Naniwa covers the south side of Namba, the Den Den Town electronics district and Shinsekai, home of Tsutenkaku Tower. Namba Station connects Nankai trains to Kansai Airport, which makes Naniwa popular with frequent flyers.

Average rent is about ¥76,300, a little below Kita and Chuo. Streets around Namba are loud at night, while the area near Daikokucho is quieter. See apartments in Naniwa Ward.

Lively, affordable living in Osaka’s heart

Tennoji Ward Osaka – Historic Meets High-Rise

Tennoji is home to Shitennoji, one of Japan’s oldest temples, plus Tennoji Park and Tennoji Zoo. Station is on the JR Loop Line, two subway lines and the Kintetsu line next door at Osaka-Abenobashi.

Osaka’s balance of culture and comfort

Fukushima sits one JR stop west of Osaka Station. Its small streets are full of izakaya, cafes and restaurants, and the Dojima River runs along its edge. New apartment towers have pushed prices up in recent years.

Stylish riverside living near Umeda

Nishinari is the cheapest ward close to central Osaka, with rent averaging about ¥61,500. Tengachaya Station is about 5 minutes from Namba on the Nankai line, and the Midosuji subway runs through the ward.

The ward has a rough reputation, mostly because of the Airin area near Shin-Imamiya. Neighborhoods like Tengachaya and Kishinosato are residential and calm. Read the safety section below before you choose. See apartments in Nishinari Ward.

Where tradition meets grit and renewal

Sumiyoshi Ward Osaka – Tranquillity and Tradition

Sumiyoshi is a quiet residential ward in the south, centered on Sumiyoshi Taisha, one of Japan’s oldest shrines. The Hankai Tramway, the Nankai line and the Midosuji subway all link it to Namba and Tennoji.

Tradition and greenery in southern Osaka

Is It Safe? Osaka Wards and Safety

All 24 Osaka wards are safe for daily life by international standards, and violent crime against residents is rare. The differences between wards are about noise, nightlife and street life, not danger. Use normal city sense late at night, as you would anywhere.

Is Naniwa Ward Safe?

Yes. Naniwa is safe to live in. The busy streets around Namba and Shinsekai stay crowded late, and you may see drunk groups or bar touts on weekend nights. Residential streets toward Daikokucho and Sakuragawa are quiet. If you are a light sleeper, choose a building a few blocks away from the main nightlife streets.

Is Nishinari Ward Safe?

Mostly, yes. Nishinari’s reputation comes from the Airin area (also called Kamagasaki) near Shin-Imamiya Station, a historic day-laborer district where you will see homelessness and older, low-cost lodging. The area has changed a lot in recent years, with new hotels and guesthouses for travelers.

The rest of Nishinari, including Tengachaya, Kishinosato and Tamade, is ordinary residential Osaka with shopping streets and families. Visit in the evening before you sign a lease so you know how the street feels.

Quietest Wards for Families

If calm streets matter most, look at Tennoji, Abeno, Sumiyoshi, Higashisumiyoshi, Joto and Tsurumi. They combine residential streets, parks and schools with direct trains to the center.

Tips for checking a neighborhood

  • Walk from the station to the building at night.
  • Check how close the building is to bars, pachinko halls or main roads.
  • Ask your agent about the building’s other residents and rules.

Best Ward to Live in Osaka: Where to Live by Lifestyle

There is no single best ward in Osaka. For most foreigners, the right ward is the cheapest one within 20 to 30 minutes of where you work or study. Start from your lifestyle:

A city lover who wants nightlifeChuo, Naniwa, NishiWalk to Namba, Shinsaibashi and Dotonbori

A student or on a tight budgetHigashinari, Nishinari, Higashiyodogawa, AsahiRents around ¥61,000 to ¥70,000 with fast subway access
A frequent flyerNaniwa, ChuoNankai trains from Namba to Kansai Airport

What to Consider When Choosing a Ward

  1. Budget. Rent for a studio ranges from about ¥58,800 in Hirano to ¥85,800 in Chuo. Moving one or two wards out of the center can save ¥10,000 or more a month.
  2. Commute. Check the door-to-door time to your office or school, including transfers. A ward on the same subway line often beats a closer ward that needs a change.
  3. Noise and lifestyle. Nightlife wards are fun but loud. Visit at night before you decide.
  4. Foreigner-friendly buildings. Not every landlord accepts foreign tenants. Search only foreigner-friendly listings to save time.
